Matthew 8:12 does not say that all Jews would go to Hell, but that sadly, the vast majority would. Romans 11:26 does not say that all Israel throughout all of time will be saved: it simply says that all Israelites alive at a particular time will be saved, and this will be true some day. One day 100% of Israelites alive at the time will be saved.
