Satan “provoked” David to number Israel, and when God saw that it was in David’s heart to do so, His anger was kindled. He hardened David’s heart to perform what He know David already wanted to do (similar to what He did to Pharaoh in Exodus). By exposing David’s heart, God was able to correct it.
